Union Budget: Halwa Ceremony History
Traditionally, the Finance Ministry holds a ‘halwa ceremony’ every year, about nine to 10 days before the presentation of the Union Budget in Parliament. This ceremony marks the beginning of the process of printing the Union Budget. The ceremony takes place in the basement of the Treasury Department (North Block) in central Delhi, which has its printing press.
A popular Indian dessert is prepared in a giant kadai and served to Treasury officials. The finance minister gives the go-ahead by stirring the kadai and offering sweets to the officials.
